President Rodrigo Roa Duterte issues Executive Order number 33 which increases Employees Compensation of Funeral Benefits from the previous P20,000 to P30,000 in the Private and Public Sectors.
Presidential Decree number 626, series of 1974 as amended shall provide that all employers from the public and private sectors are mandated to remit to the Employees Compensation system, a percentage of the employee monthly salary credit, which shall be paid by the employer.
The President stressed that there is, in actuality a need to continually improve benefits under the Employee Compensation Program (ECP) considering that the current Employees Compensation (EC) Funeral Benefit for the private and public sector is no longer sufficient to cover an ordinary funeral costs.
Pursuant to article 77 (e) of PD 626 (s. 1974), as amended, the Employees Compensation Commission (ECC) has the mandate to upgrade benefits for permanent disability or death, subject to the approval of the President, provided that the actual stability of the State Insurance Fund (SIF) shall be guaranteed and such increase in benefits shall not require any increase in contributions.
Based on the studies conducted by the Social Security System and the Government Service Insurance System showing that the SIF can finance the increase in funeral benefits without affecting the stability of the fund nor requiring additional contributions.
Thus, the Employees Compensation Commission, the Social Security System and Government Service Insurances System are directed to appropriate and release the amounts necessary to cover the increase in the benefit set forth in the preceding section from the reserves of the relevant SIF that the SSS and GSIS administer, respectively under the Employees Compensation Program.
The ECC shall issue the rules and regulations for the implementation of the Order effective immediately.
